If you think shooting a bad guy will stop him instantly, think again. Instant, one-shot stops are very rare. Watch this video. You will see that the good guy puts at least two rounds into the bad guy, who gets off at least one shot at the good guy, then RUNS.
Yes, the bad guy later died, but you can clearly see here that shooting a person once will not always stop violent behavior. Shoot until the threat stops. Then stop shooting.

This is not Hollywood. Unless you put a bullet into the central nervous system, the bad guy will keep fighting until he loses so much blood that he can’t go on. How much damage could he do in 15 seconds?
